2015 League By-Laws
Part 1: League Rules + Regulations

League Officers

By April 2015 there will be a board of directors that will form from numerous teams to make updates, adjustments to by-laws

Teams
-
The league will be consisted of 8 teams split into 2 divisions.
-
Each team will have a general manager who will be responsible to attend pre-season meeting and help in decision making process for the league.

Roster
-
Each team can have as many as 10 players on the roster.
-
However, in order to be eligible for the post-season roster players must play in at least 50% of their team games in the regular season.
-
Rosters can be adjusted until Week 3.
-
Players must be on a roster before playing in a league game.
-
A team must have at least 3 players representing them in order to participate in a game.
-
Per by-laws teams can field a max of 5 players (1 pitcher, 3 fielders, 1 catcher)

Teams can have all 10 players participate in game (but only 5 on field at a time, all could bat)

Regular Season Play
-
The regular season will take place from May-July approximately 10 weeks, and including at least 16 regular season games.

Teams will be placed in divisions and play every team in the league.

Schedule/Field
-
Regular season games will take place on Sunday afternoon/evenings at TBA.
-
2 Fields will be set up and games will be scheduled at 4:00 PM, and 6:00 PM.

You will play two against your scheduled opponent.

Post-Season Play
-
The post-season will take place for three consecutive weeks.
-
Week one will be 1v8, 2v7, 3v6, 4v5.
-
Each team will compete in a three game series.

The winner advances. The following week semi final series will run in a similar fashion, and will conclude with the championship series.

Rain Outs
-
If a game or games need to be cancelled a message will be sent out to ALL team managers.
-
It will be their responsibility to let players on team knows.
-
We will try to reschedule games if we can find a good date/time
-
We will use WEEK 9 as reschedule date if we cannot find another date/time
-

Team FEE
-
Each team will have to pay the team fee before the first game.
-
The fee will cover cost of equipment.
-
Part 2: Game Play
-
Field Dimensions
-
Homerun line is marked at 90 feet
-
Bases are 45 feet apart
-
Pitcher’s mound is 31 from plate
-
Left and Right field poles are connected by cones to create the outfield fence

Game Play
-
7 Inning games
-
At least 4 FULL innings need to be played for the game to count
-
Games that are tied after 6 innings continue until a winner has been determined
-
Blow out games (one team leading by 10 or more runs) can be called after 4 innings if both sides agree.

Batting

No Bunting

3 Strikes for K

4 Balls for Walk

HBP counts as Ball

Hits off the batter in batter’s box it is considered a foul ball

Foul Line – there is no foul pole

home runs are determined fair/foul based on where they land

Fielding

Pop Out

Pitcher’s Mound counts as lead base on force; if the lead runner is safe it goes down to the next base. (Pitchers Poison)

When not playing with a fence, you must get two feet down with possession of ball before leaving play.
-
When jumping out of the field to knock a ball back in, the player must only tap the ball while IN THE AIR
-
When catching a ball in foul territory that has home run distance the player MUST EXIT the field of play threw the foul line, not through the fence. IF a player leaves threw the fence the ball will be considered a home run if the player touches it.

Teams must position their players inside the field of play (not past homerun line, or foul territory)
-
If playing with 5 players in the field, no more than 4 players may play in front of home (1 catcher)
Pitching
-
No Overpowering Fast balls
-
Slow to medium speeds ONLY
-
6 Innings every two games allowed to each pitcher (this means the pitcher is eligible for 6 innings
every 2 games he in NOT every game the EWBL plays
-
1 pitch in an inning counts as a 3rd of an inning
-
Pitchers can exceed the 6 inning pitching max if game goes into extra innings
-
Starting pitchers must pitch at least 2 innings to be given credit for a win
Other
-
Teams will be responsible for calling balls/strikes, and outs.
-
If teams have extra players, the extra player will serve as umpire
-
Teams are also responsible for keeping a book and keeping it updated
Disagreements/Arguments
-
If a team comes to a disagreement on a safe/out call the following tie-breaker system will be used
